For a full, plump look, order the insert 1″ larger than the cover each way (15″ × 37″ for a 14″ × 36″ cover).

Should a 14x36 insert be bigger than the cover?

Usually yes, by about 1″ each way, so the cover looks full rather than flat.

Can I use a 14x36 lumbar scatter cushion outdoors?

Yes. Choose a Sunbrella cover, which resists fading and mildew. Bring the scatter cushion in during long spells of heavy rain so the fill can dry.
